Define the center
Confirm the adult day care license category fits the people, schedule, services, and setting you plan to operate. Decide early whether specialized Alzheimer's services or other additional requirements may apply.
Florida founder roadmap · 2026
Opening is not a single application task. It is a sequence of license-fit, location, ownership, staffing, policy, recordkeeping, emergency-planning, and survey-readiness decisions.
A practical sequence
A polished policy binder cannot fix a location that does not work, and an application cannot carry daily operations. Use each phase to surface facility-specific decisions before they become late, costly surprises.

Verify zoning, accessibility, usable participant space, bathrooms, fire and life-safety constraints, food service plans, and construction or renovation implications before committing to an opening date.
Document ownership and controlling interests, the governing authority, operator responsibilities, staffing structure, background screening, qualifications, health records, and required training evidence.
Write policies and create matching forms for admissions, participant care, attendance, activities, nutrition, medication assistance, incidents, complaints, personnel, quality review, and document control.
Create a facility-specific comprehensive emergency management plan and organize local contacts, staff assignments, communications, evacuation or shelter decisions, drills, and continuity records.
Complete AHCA's current application package, respond to requests for additional information, and run a file-by-file and room-by-room readiness review before the licensing survey.
